Default Rear Bumper/License Plate Issue

I am in the market to purchase a rear bumper with a tire carrier. However I seem to have a hangup with the tire carriers that partially cover the license plate. These are some of the nicer, higher end and well built carriers. It seems that there are different options on redesigning the latch to allow the bar to be shorter; thus not covering the plate. Yes, I understand that the door must swing open, but there should be more options.

With the exception of relocating the license plate, I will not be able to run this bumper and even pass inspection.

Is the obstruction of the license plate a non-issue for everyone else? If not, what do you do to work around it?

Any feedback would be helpful as I am looking to buy ASAP.

i relocated my license plate. it was easy and they were out of stock on the piece that covered up the hole for the LP so i just stuck a sticker over it for the time beings works fine until i get around to getting the block off plate

So is the center of the spare the only fesible place to relocate the lisence plate?
