Default Shimmy on wet roads only

I have had DW in the past and was able to fix it but now I am having trouble only on wet roads. I drive the same highway ever two weeks, if the road is dry then everything is fine. If it is wet, when I hit a bump I get a shimmy.....not full blown DW but feels close. My front end is pretty solid, new track bar, new ball joints, bolt kit...... Could this be from too much toe in? Anyone have the same experience? (2.5 lift/33"tires)

My tires are 285/70/17 which are about 11.5" wide. They have been on for a while but never noticed the problem before. But in all fairness, I barely ride on the freeway and even less when it is raining.
