I say steel if you save a considerable amount of money on them say $50 a wheel. But if your paying $80 a wheel for steel and can get alloy for $100 go that route as they are lighter and balance better. Your jeep won't take any worse wear one or the other.

If you plan on offroading it and there will be rocks steel wheels are nice. you won't have to worry about missing chunks when you finish and any damage that happens to the steel wheels can be fixed with an air chisel and a welder.

If you aren't off roading hard, I would reccomend a lighter alloy wheel. Less weight at each wheel will make your Jeep feel quicker from the start. A heavier steel wheel will have negative effets on acceleration and gas mileage. You can get an alloy wheel and not worry about rust either.
