Default Strange vibration/bouncing effect

I have a 2010 JK Unlimited Sport 4" Procomp short arm stage II lift and 35x12.5x17 BFG MT KM2's. I have this strange almost a vibration and also feels a little like its bouncing when I'm on the highway around 65/70mph. Just had all the tires rebalanced and got the shimmy taken out. It feels like its coming from the passenger rear and kind of shakes the whole jeep. There is minimal cupping on the tires but not major. I have them aired at 30psi and dialed in now after finding multiple places having put 40-45 and also suggesting that pressure...idiots. I'm wondering if its that short arm lift or maybe the shocks but there is no sign of fluid or anything leaking. Any help guys would be great.

I did notice when I got them balanced there is a ton of weights on the inside of the wheels.

Try rotating the tires and see if it changes, you may be able to isolate it to one particular tire. If the weight used is excessive they may need to be rebalanced, have them try breaking them down and rotating the tire on the rim, 12, 3, 6, 9 positions to see where it seats best and balances best. Had to do that with my 37s.

Had the tires turned and balanced seemed better but I still feel a bouncing/vibration right around 62-65 mph. Could it be the short arm pro comp lift? Since the control arms are not adjustable????

Could it be the rear trac bar moving?

Yup removed the retainer clips, I think this weekend I'm going to just go one by one and loosen and retorque every single bolt in that damn thing. Is there a general torque spec I can go by other than the damn directions online that say if a bolt is this size torque it to this.

Have you checked your front and rear drivelines? The front especially doesn't like the angle of a 4" lift! Just something else to look at.

So loosening up everything today and re-torquing it back down I noticed my rear springs the passenger side is rubbing on the trackbar just enough to wear the metal on the trackbar down some and the drivers side is bind up against the trackbar mount....could this be the culprit since it feels like its coming from the rear? the drivers side is but right up against the head of the bolt in that bracket could it be in upside down? HELP!
