For $400 you could buy new tools and jack stands and do it yourself. And you still come out ahead.
It would probably only take them less than an hour to swap springs using a lift and air tools. That price seems high.

I've read that if you go max 19/60 coils you might need an adjustable front track bar (extra $$$). Not sure if this is true but I wasn't willing to experiment.

Anyone know anything about going max on coil springs ?
Like will I need a new track bar or other adjustments?

You don't need a track bar. Jeeps come from the factory with 19/60 coils and the stock track bar all the time.
