Default Tires: Best Value?

Hey everybody. My father just joined the jeep community with an '81 CJ5 with a 390 AMC V8. Running great, but is painted only primer grey all for only 2k dollars. Great pick up, i know. Currently the cj has old worn 31 m/ts and upgraded tires will be the first really mod after taking minor rust, electrical and front end issues. Mydad is dead set on 35/12.5 in the 15in chrome wagons wheels the jeep came with. So, what is the best wheel for his considering value. The jeep will see lots of snow mud sand pavement and only a little rock. Is it possible to keep 4 tires under 1200?

I priced wrangler mtr with Kevlar a few months ago and was able to get them for 1060 mounted and balanced. I got a sweet deal on 4 37's so I never got them.

Not sure about the exact size your looking for, but the Kelly safari tsr's are an awesome tire for the price. I'm running them now in a 315 (35's) and they are great.
