why bother.
stick the loop of your strap IN the receiver hole and then put the cross pin through the loop of the strap.
No clevis, no extra crap to carry and it is one of the safest ways to secure a strap.
and front hooks can be found here in the for sale forum all the time, mine will be up in a month or so

There is that option as well. Seen it done tons of times.

don't forget...
If you have an X model without front tow hooks, but want to add them, I suggest you also buy 4 of the tow hook reinforcement plates. They are part number 52126153-AA (about $4 each). Without these, your tow hooks may rip right out if you ever try to use it for recovery purposes. Of course, if you are just looking to add them for aesthetics, this doesn't matter, but thought you may want to know about this part number if you want the tow hooks to have the proper (factory) strength when bolted to the frame in front.

Personally, if it's for recovery uses and you don't want to get a new bumper I'd go with something like this:
and then:
Cost you about $125, compared to the $160 for the hooks. I know, doesn't help with the front....No drilling either.
