When are brake line extensions needed?
Is it safe to say that as long as you don't get extended shocks or shock tower extension brackets, you won't need brakeline extensions since the shocks limit the travel of the axle?
This is relatively safe to assume. But always check to be sure. Extension brackets are inexpensive.

don't the 2011+ jks have much longer brake lines already (they were re-routed)? I helped a friend change his out when we installed his lift and the extended brake lines we put on his jk were about the same length as the stock brake lines (only they were braided steel instead of rubber). He let me have his old lines so that if my 2009 lines ever got too short, i can just install his. I remember teraflex posting something about this a while back as well.

If you have a 2011, then bracket needs to be trimmed from the OE brakelines for the fronts to work.
