There is a balance here with heat. If you are not putting enough heat into the axle for proper fusion, it is worthless to weld the truss on.
Are you talking steel to cast. If so, you are right. But I am talking about steel on steel. A cold rag is a standard practice when doing sheet metal. You don't apply the rag to the weld area. Just close by. That way it absorbs the heat. Not sure if it is all that effective on thick steel as it is with sheet metal. But, it hasn't hurt anything... yet.
