So I just yesterday finally installed four Hella 500 on my over-windshield light bar and added the black grill rock guard covers to them. I haven't even finished the installation as far as wiring goes. Today I got pulled over by a CHP motorcycle cop and he wrote me a non-correctable go-to-court citation for not having them properly covered with opaque covers.
Watch out guys, keep em covered I guess! From what I've read it's a $125 fine plus court costs, but I don't know yet. will update this after I've been to court and gotten it all taken care of.
EDIT: As of 20 February 2012
CAL. VEH. CODE § 24411

CAL. VEH. CODE § 360
"Highway" is a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.
