Default Rear Bumper - Tire Carrier

No one in the area has one that I'm aware of - I think it would have to be either an Expedition One, or AEV to have the one latch swingaway feature (not sure if there are others).

Have not seen one in person yet, but if you perform a search, there ought to be plenty of pics here to give you a feel for what it looks like up close (I know I've seen detailed shots of the latching mechanism).

the problem with the stock rear bumper for beefing it up is that it is all plastic. Im an expert on the rear bumper as I have dented the heck out of mine on numerous occasions.. I ended up cutting a hole in the back side of it and heating up the dent with a heat gun so I could pop the dents out.
Trying to recall what the hardware looks like but dont remember anything beefy enough that could be used to add a tire carry to it.

Ditto what RECON said . . . the stock bumpers are almost worthless, mainly just plastic with a metal strip on the backside to bolt it onto the Jeep.
