Sounds to me it's the electronic version of a vacuum secondary 4 barrell carburator. It only gives what the engine can handle at the time.

Here's a thread by a guy who bought a gauge cluster for the A-pillar. Not sure he was real happy with the cost-quality (I wouldn't have been - yeah, I know . . . it's a Jeep, and we shouldn't expect quality, or decent gas mileage, or aftermarket parts to fit, or leak proof tops, or ________ . ).

Look a the way the pillar trim overlaps the pod.
