2007 auto issues. Have questions

Default 2007 auto issues. Have questions

The issues are as follows: All issues were tested on flat ground
1. Truck running, shift into reverse, the truck will roll back then feels like it binds to a stop. Won't move again until giving it gas then when letting off it will stop rolling
2. Drive is the same
3. Neutral vehicle running - I cannot roll the vehicle at all, even on a hill it wont roll.
4. Neutral vehicle off - Rolls fine, also rolls in reverse and drive with truck off.

So in short, it binds in drive, reverse and neutral only when jeep is running, jeep off it rolls fine.
I will add the jeep seems to drive down the road just fine. Not sure if its transmission, or tcase or if this jeep had hill assist?

Have you looked at the parking brake to see if there's any issues?

No, and for one reason only. Park brake doesn't care if the jeep is running or not. When the jeeps off it rolls free. Running it locks up.

Im leaning on it being trans failing but I'm hoping someone else has had this issue.

Put the Jeep on jack stands and see if the wheels are free to rotate..
With it still on jack stands, start the engine, and put the transmission in neutral. See if the wheels are still free to rotate.

Did that with it off, I didn't try with it running.
What year came with hill assist? I'm assuming this one doesn't have it
