Default Is counter balancing bad?

Had my tires road forced balanced, they used clip on weights. I noticed on one tire they put two clip Ons right next to each other. I heard that this is called counter balancing and not a good way to balance. Is this true?

Two weights next to each other is fine.

Counter balancing is when you have weights on opposite edges of the rim. This happens when the tech gets the weight in the wrong place or puts too much. Instead of doing the right thing and redoing it, they put weight on the opposite edge (or close to it) to balance the assembly.

Not to be confused with putting weights on both the inner and outer rims, that's ok.
