Dash Bolt Help

I just started playing during Closed Beta 3. I am playing a Lightbinder, and I am at about 1,100 prestige at the moment. I seem to be able to fill a light yellow bar which appears above my HP and resource bars, and when it's full I have a "1" counter with a lightning-bolt icon to the right of my main bars (directly above the "3" counter for my dash ability). I have no idea what this means. Can anyone help? Thanks in advance.

Hello all! My first post here because guess what?!? The used 2018 JK I just bought is missing this screw too! Yay! But, I was a parts guy for 10 years, so here is the part #: Part Number: 06101946 Supersession(s): 6101946
My local dealer has 11 and they are $0.54 each. If I hadn't purchased the 67D phone mount I would have never know I had a screw loose!
