Default different cluthes in different models??

So my Dad picked up a 07 Sahara for my brother and the clutch is completely different than the one in my 08 Rubicon. It seems a lot softer and to be honest it doesn't even feel like its there.

Are there different clutches between the years or the models? Or is there a problem with one of them?

The 07 has probably had the TSB to fix the faulty clutch disc/throwout bearing. That is the way they feel after that. The 08 probably hasn't had it done yet. The clutch is identical b/w model.
