Default Do you have to remove rear wheels to install Ebrake lever?

My wheel almost came off a couple of days after going to the dealer to have my parking brake lever replaced. It appears that my lugnuts were not on tight enough. One of my studs on my wheel spacer broke off. I called the dealer and they said that they did not touch the rear wheels. Are they telling the truth? Does anybody have a service manual to confirm if the rear wheels need to be removed?

I don't believe they would absolutely have to but it would make adjusting them much easier. My bet would be that they most likely did.
