Gas tank size - gas station ripoff?

The owners manual states 21.5 gallons ...
I'm just surprised I can come close to that and even exceed that. I think the gas station is ripping me off.

Not sure if it makes much of a difference but I would assume that that last little bit over what the tank takes is whats in the line from the nozzle to the tank.

Yeah, what he said. I'm sure the tank itself is exact but once you add the tubing then it's bound to be a little over.

I know a guy that has a weights and measures company and does the testing on pumps, I have asked him about these sorts of things and he said it is very rare that he ever tests pumps that are very much off. He also said it is usually off to the customers advantage.
There is a lot that goes into it all, he also said filling up when it is hot is not as advantageous as when it is cooler/cold. I guess there is some talk of making pumps that self calibrate depending on ambient temps. Not likely it will happen soon but we may see it in the future.
