Help removing pinch bolt?

Help removing pinch bolt?
Anyone have any advice on removing the 13mm pinch bolt for the upper steering coupler? I've had it soaking for a day now in WD40. Still can't get the damn thing to budge..

Over the years I've had better luck with PB Blaster over WD-40. And also some taps with a hammer to loosen the rust binding the threads up if you can get to it? Good luck... it sure can be frustrating!
