how to adjust emergency brake?

how to adjust emergency brake?

i looked in the manual and did see it. if i have over looked the directions point me to them, b/c my e brake has been rendered uselesss and i would like to get it tightened back up

Seems like alot of work to adjust an emergency brake. There is really no adjustment on the cable? The cable stretches over time and there is usually a simple adjustment for this.
