What's the point of going 65 in 4hi? It's not an AWD vehicle. It wasn't designed to be driven like that.

Someone will probably chime in and say, "I use it when the roads are icy or when it's really rainy"

If they roads are icy or very wet, then maybe you shouldn'y be going 65. I don't mean to be a douche but what am I missing here?

I see what you mean, and totally agree. No need to go that fast in 4wd, and not need for 4wd on wet roads.
I think it is a valid question, however, if you are wondering if there is a safe limit for the t-case. For instance, you are off road and have to drive through mud, require 4wd, but this is only at intervals on a dirt road....so could you just leave it in 4HI, instead of shifting in and out. I wouldn't feel comfortable going 65mph down a dirt road, personally, but still a valid question, I think.

It says in the manual that you can drove in 4 hi the speed limit the road permits or something like that

What is says is this:

Because four wheel drive provides improved traction,
there is a tendency to exceed safe turning and stopping
speeds. Do not go faster than road conditions permit.

Just looked through the online manual (in signature) and cant seem to find any Max speed other than the whole road permits crap
