Not quite. The overall pressure is determined by the pump. The fuel pressure regulator simply regulates that fuel flow down to where it needs to be. It's not all about pressure, either. It's about flow. The JK pump for example does not flow the same amount as say a HEMI Challenger. Although the pressure might even be the same, the volume is where the difference really is, and THAT IS INDEED determined by the pump, and NOTHING else.

Exactly. That's why when doing an upgrade, the whole system should be looked at, not just one component. However, if you're going to say upgrade to a stock 5.7, then the stock 3.8 lines will probably suffice, as long as the pump is upgraded. Now, remember I said probably. Everything has some leeway, you just don't know how much til you start messin around.
