New key- only programable by dealer?

Hey sorry I took a while to gey back.

He used the 2 original keys to program the unit.
The answer is yes , the owner can activate it. Again follow the instructions on the installation manual, and you need 2 keys.

I did have a hard time programming, .....my friend got it working for me
