Normal? Looks like corrosion under paint.
Both of my driver side door hinges have a funny texture that looks like corrosion under the paint.
The paint is not flaking off at all, still feels solid as if the metal was just not smooth when it was painted.
The passenger side hinges don't look like this though, they are nice and smooth. I've never taken the hinges off the door.
Anybody else have this?

Have the Dealer take a look at it. I'm guessing your '07 should still fall within the:
Rust: 5 year / 100,000 miles Warranty
Window! If that's the case, then it should be covered, at No Cost/No Labor to you!

Did you buy new? If you did, was this present when you picked up your Jeep or is it a new problem. It is possible that the metal was pitted before it was coated and painted in the factory and that it will never get any worse. If it were my Jeep, and it was under that corrosion warranty, I would do everyting I could to get this fixed. The only way to really know if that is active rust is to remove the pain and then it would have to be repainted anyway. If it is not under any warranty, I would just ignore it until there was actual rust showing and then remove it, sand blast it to remove all the rust and repaint. You can buy matching paint in a spray can that would be sufficient for a small piece like this.

For some reason I feel like I noticed it once about a year ago, then forgot about it and never did anything about it.
I'm under the corrosion warranty time period, so I'll ask my dealer about it, but it really doesn't "feel" like rust under there. Isn't it usually a bit soft, or crunchy feeling under the surface if it is bubbling from rust? This feels totally solid and the paint and clear coat look totally normal, as if it was painted this way.

I have seen this once before on another guys JK who is on the forum (DrewsJK). After seeing it in person I would say it is the beginning of rot. Take care of it as soon as possible. Look on the bright-side, chances are you didn't have paint under the hinges and now you will.

That is correct.
What you have there is a poorly painted hinge (like every other JK on the road) and the aluminum is corroding.
you should be able to get them repainted at the dealer, if you wish.
I just pulled mine off, wire-brushed the paint off completely (be VERY careful..that metal is SOFT), primed and bedlined them.

ANY time aluminum is in close proximity to steel, it's gonna bugger up. The two don't like each other very well. This is why you have to run a special head gasket and why you're suppoesd to run an antifreeze that's compatible with both.
