Default One Headlight brighter then other

My driver side headlight appears to be much brighter than the passenger side almost as if it on high beam all the time, does anyone know what causes this or how to fix it?

usually a ground problem somewhere. Have you messed with any wiring?

Aiming or ground.

Awhile back I had an hid conversion system installed but they didn't install is right so we had to reinstall the original lights again and thats when it started.

Can you see the difference while standing right in front, looking at the headlights?
Or do you have to be quite a ways out in front?
