So I noticed a little condensation in my tail light and took it off to clean it out, and look what I found. I took a pic of the hole right over the rear tire that allowed this to happen. Piss poor engineering if you ask me.

I took mine off to change bulbs the other day and they had huge clumps of road salt all over them.

I have had both of my tail lights out before. Don't remember seeing any holes, or at least they were covered over by some rubber type of material that is there.

i took mine off to extend my breathers and there was a foam pad and the bottom of the tailight compartment, check to see if its missing

I also have foam pad covers in the lower of the taillight compartment. The compartment isn't sealed but certainly closed off to mud and debris. If you're not the original owner, it's possible it was removed before you got it or maybe removed by someone running wires for something in the back.

That expand foam is not factory, I took off mine a 2010 rubi and it's empty clean.
Looks like someone was trying to waterproof or seal it from the elements.
