i found a piece loose behind my driver's side tail light when i went to put on my fuel filler door. does anyone know if this is where it goes? thanx!

I looked at the parts list for the filler neck it is a filler vent.

pics of found loose part
this is the loose part that i found when i took the rear driver's side tail light off. does anyone know if it's supposed to go on the breather part? thanx!
