One problem with rust is that more often than not, wire brushing and sanding is insufficient. Just spraying RustOleum over it will only result in the paint blistering as it rusts under the dried finish.
To really eliminate future rust, you should spray or brush on a quality rust conversion product. The Permatex rust treatment works well and there are several other manufacturers of similar products. Apply several coats, allowing each to dry first. You can prime the surface, but it isn't necessary. Then, you can apply RustOleum or any other quality paint. In all probability, the area you just treated and repainted will be more durable than the original finish.
Just remember, it's difficult to remove all oxidation using a wire brush or even by sanding. Using a quality rust conversion product will guaranty that the oxidation is neutralized and your repainted surface will not blister months later.
