Default sway bar light flashing

I sold my 2 door Sport and picked up a 4 door Rubicon. Needed alot of work and I just got it on the road and inspected. The sway bar light did not come on till after the inspection. Since this is my first Rubicon the sway bar disconnect is new to me. Should this part be that loose? should it be attached to something? I know, probably a dumb question but one I'd like some insight into. Thanks in advance for any/all input.

Quite often these sway bars need to be removed, dismantled, cleaned and grease packed inside as they fill with water, mud and rust. Just another maintenance item like diff oil changes etc. And yes JADMT is correct about the rotation anchor prevention missing.

Do you have a picture of what this rotation anchor prevention looks like? When I bought mine, it was missing.....
