My understanding is no.

The steering wheel dance turns off a larger portion of the ESP then pushing the button does, but it is not 100% off. I have the thread saved at home (at work atm) so I can post it later. But it adds another switch you can wire up yourself to actually turn off the ESP completely, 100% off. Problem is that you can't turn it back on unless you turn the vehicle off and then back on. Something to do with the computer.

interesting. i did not know this. I did the dance and havent had any problems at all with wheel power, seems to be fully off but i could be wrong. i am no master with jk electronics...
