Yep... Elapsed time.
It and the average speed are made for the Clark Howards of the world (me) that get obsessed with making a long trip in good time.
Also, I log running hours along with fuel economy. I wheel enough and/or drive sparingly to the point that my MPG numbers are never accurate. Run-time vs. gallons used is a better way to track engine performance changes. (Yes I have OCD)

It's the running time of your engine. Think boats. This way if your if you only see 60 miles on the OD bu 500 hours on the clock, you know they idle alot.
The clock only runs when the engine is on. Buses, Cop cars, ect, usually go by service hours as opposed to miles.

Although you are correct about service vehicles using service hours as opposed to miles, our Jeeps are not service vehicles. The hours in question are only there so you can log your overall time (ET = Elapsed Time) of a trip, just as we have miles per fuel fill or trip miles. It is all just convenience for you to be able to log trip info. If it was to indicate engine/service hours we would not be able to reset it to zero.

If you are following trail directions it comes in handy. Stopping for grub and getting on the way you may forget how long you've been on the move, this will help. Also good for rally tracking. Reset it at each of the markers or waypoints and go.
