Ok guys what is this tube coming out the back of the rear passenger side ?? It looks like a drain tube with a pullable plug but wth is it?

I can't tell, but it may be the vent tube for the rear differential?

Correct- vent tube for rear differential. It should be extended with a lift kit installed. Check to make sure it hasn't pulled off the barbed fitting on the axle, right hand side.

Boy, it's been so long that I forgot where the stock location for that was. Not high enough! You can easily get some fuel line from the auto store and run that up behind your passenger tail light for a mear couple bucks. There's a hole in the wheel well (behind the liner) that runs right in to that opening behind the taillight. While you're at it, extend the front one up in to the engine bay as high as you can.

Ok great thanks for the info! I just got a lift installed and now I’m putting pocket flares on and just noticed that

Yup like Resharp said, I think it's 1/4" rubber hose or maybe 5/16". When you hit the auto store just ask to borrow their dial calipers right quick and double check. I extended mine recently as well due to 2.5" kit install. I also bought two brass hose fittings and clamps to extend mine.

Why is all the paint off of your frame rails, and why aren't they covered in surface rust with that much bare metal exposed?

The paint is there that’s just caked mud. Normally I don’t have it exposed but putting in the flares I had a look see but now they are nicely cover up again
