is it a loose harness? or is it fixed? if it is loose, my guess would be something is unplugged, if it is fixed, accessory of some type?

The OBDII port is not square, It's rectangular with slanted ends, black. What you have is an option plug, which is cheaper for Mopar to furnish on every vehicle rather than set up a seperate assembly line and stock a different harness.

Do you have steering wheel controls for your radio? If not, maybe it could be for that? Do the new Wranglers have the driver information center? Maybe they are planning ahead for those?
