('09 JKU) Found in cargo area laying atop the left wheel well hump. Perhaps seat belt related?

That's exactly what it is. The rear-most one slides out of the channel sometimes. You can just find the opening in the channel and slide it back in.

Yes, looks like a hardtop bracket. They line up with these holes... (on a '12 JKU anyway)
