Default Are Your Factory E Lockers Slow to Engage?

On my 2009 Rubicon my rear locker usually engages in less than three seconds. My front locker sometimes can take as long as ten seconds to engage, even with the Jeep on level ground and the steering/tires in a straight line. Is this normal? Are they functioning as designed?

Yes, it's normal.
They won't engage until the teeth on the dog clutch are aligned.
