Fog lights is legal?
I was in the Home Depot's parking, and a guy made a u-turn and started to yell at me
He said to close my (stock) fog lights because he couldn't see anything and also, it's dangerous. He told me that using fog lights without fog is illegal, and the next time he will call the cops.
WTF? Is it true that using fog lights without fog is illegal?

the only thing in QC about fogs is that you need cover on lights higher than your head light
you should use your fog light only in foggy conditions , but most cars use them as DRL (audi, nissan and some dodge)
and if he yell at you, just turn the volume of the radio , shift 4lo and pass on his car !
with my HID, i get rarely flash by passing cars, it depends the tolerance of the other drivers

Here in the US, most states have laws against running fog lights simultaneously with your high beams, and also against running more than 4 total white beams at a time (heads, fogs, spots).
That's about it.
He just sounds like a jerk.
I probably would have gotten out to talk to him.
Also, parking lots aren't roads.
You can turn on 100 lights if you want...and nothing can be done unless rules are posted otherwise.

the police is loose about that law , if they apply it they should arrest about 90% of the vehicles on our roads.......

In Ontario you can run with 4 driving lights on at any given time. If the fog or accessory lights are above the headlights they must be angled or covered in a manner which diminish the glare/intensity which might impact the line of site of other drivers.

Don't ask this question to Transport Quebec, because the engineers will have to do a 3 year research for the answer, and it will cost 1.5 million dollars to the Gouvernement du Quebec ...

I know for one thing that having lifted the Jeep a total of 4 inches (considering the tires also), my beams are stricking right in the car driver's faces... or mirrors. Maybe we should give them an angle down to compensate ? The stock fogs on the Jeep don't produce enough light to be a problem to drivers !! Also, in you parking lot, were you level or was it the kind that has hills making your beam hit the driver directly ?
