How about changing the rule to include a time parameter also, for instance, I've been a member on here for almost two years and now cannot sell due to the change in rules. In fact, I have had people post questions on one of my listings that I cannot reply to. Seems like a mix of posts and/or membership time would be better.

I am try to post in the for sale section and I get this message:

I think you need 25 or 50 post, before you can sell stuff..

A post count of fifty is required and it could take a little time after you reach 50 for the system to upgrade your status (not long, be patient).
