Help! Cant tune CB radio antenna

Yeah. I did remove the powder coat. But thinking to sand down a little
Better. Maybe get a better ground

I have the Cool Tech GateMount (inverted) with a 4' Firestik. I consistantly get 1.2 to 1.4 top and bottom with 1.0 in the middle. My ground wire goes all the way from the antena mount (top bolt with yellow crimp loop in first picture) to the subwoofer acorn nut. Make sure the grounded parts don't touch the antena base.
