I cant figure this out!
you may want to ohm out the cable from the center pin connecting to the radio and to the metal at the base of the antenna its self that should give you a near direct short. i noticed you were using premade cables and they are known for bad internal conections unless you buy the real high end ones.
Remove the metal washer that is sandwiched between the the antenna and the white plastic washer! That should drop your SWR ! And make sure your coax is 18' and NOT COILED UP ANYWHERE in the vehicle. Coax should NEVER be coiled run it back and forth under carpet if you have to or snake it around the cab!

So I removed the metal washer and somewhat get a better reception but I still get the antenna warning.. I'll attach a picture of my set up. I bought a new Wilson flex4 antenna with an adjustable tip. I still can't figure this out!
Sorry I can't help but I have the exact same problem with my 11 JK.. I am using a homemade mount much like yours and keep getting my ANT warning red light when I push the mic to transmit. I have tried two different and brand new antenna's, two brand new and different 18' coax cables. I assure you the coax is not wound up as I had to snake some around the jeep, its frustrating as no one around my town knows of anywhere that tunes or installs CB's, otherwise I would have paid to have it done 2 months ago.
I am going to try checking the ohm of the coax right now, I will report back.
Please if you find a fix, post it up. I would love to get this worked out.
Also I am using a Cobra 29 LTD.

So I checked the resistance of the coax.. touching the pin of the cb radio side of the coax to the outside of the antenna (not the mount or coax) I get little to zero resistance. Touching both outsides of the coax I get no resistance. Touching the pin of the cb radio side of the coax to the outside of the mounted coax I get no connectivity.. Is this not what is suppose to happen?
Odd that two people are having the same problem and that we both seem to have good connections.

Again uncoil any excess coax and if the radio is brand new out of the box and hasn't been tuned more then likely that damn red antenna light will activate! If you get low readings( below 3) and the light still goes on its easily adjustable to turn off with just a small turn of a small flathead !
What make is the radio? And I will find out which pot to turn in the radio to adjust the sensitivity of that antenna light!
Oh and use an external SWR meter don't rely in the one in the radio they are never all that true!
Make sure your brackets have a good metal on metal ground! Personally I don't like the behind the spare tire antenna brackets! I would much rather use the bracket made to mount between taillight and body or the Front fender mount that mounts on the inside lip of front fender ! The hood has to be opened to put the bracket on and the hood will still close and not hit it!

See that "stinger"? That's important. Adjusting the length of the metal whip will make a HUGE difference to your SWR. Leaving aside the technical terms, a 4' antenna is waaaay too physically short for CB frequencies. Part of that is overcome with the wire coiled around the fibreglass core of the aerial (under the shrink-wrap). The rest is overcome with the adjustable whip.
Note the hex-head set-screw in the brass cap on the end of the fibreglass bit. Loosen that and you can slide the steel whip in and out of the hollow-core fibreglass. Slide it all the way out and tighten the set screw. Now stop using your CB's SWR meter, because it sucks. Get access to a dedicated SWR meter. Put that between the radio and the aerial feedline (you'll need a short coax jumper to do that). Now put your radio on Channel 20. Test. Adjust the length of the stinger until lowest SWR is observed on the meter.

Have you tried a Fire Stick?How about making your own cable assy.CB hook-ups are a no brainier,plug and play.I myself run a Midland CB i had since the early '80's works great.It really sounds like the cable is at fault.Are you sure you have traffic?If you have no traffic,you will get no sound anyways.Make sure when adjusting your antenna that your in an open area with nothing around to cause interference.Here's my antenna set up,nothing fancy,note no ground no problems.CB is mounted just like the one posted from the forum
