You will never average 19.5mpg with a 3.8L in a lifted JK. Probably never 18mpg, maybe 17 if you lucky with the mods. It's just not in the cards, unless the moons align for you. Aerodynamics is brutal on this, lift it 4"...even worse. Combine that with a small engine and it's just not in the cards.
If someone says their 4" lifted 4dr gets higher than 17 on average, I'm impressed! Is EVERYONE actually calculating their milage? My display says 18-20 and I get 16ish on paper...

Jknit, everything in this thread pretty well sums it up. Lifts, tires, etc. wipe out mpg's big time. Drive carefully and you'll get around 18+ or -. The second you mash that pedal, your mpg's get wiped out big time. 18mpg's is achieved by driving very conservatively.
Oh, and no mod will improve your mpg's except for the flashpaq, apparently. There's controversy about tbs's, intakes, exhausts, etc., but it seems as though there's no controversy on the flashpaq. It seems everyone who has one agrees that there is a noticeable gain in mpg's with it.
36 miles to the gallon-------OK now that I got your attention, 2008 Sahara stock--the display tells me I average about 19.5 to 21.5 combinmed city and highway and I drive like an old lady all the time.
I can tell you that I upgraded all of my fluids to Royal Purple it had a much larger impact on power and MPG compared to the MBRP cat-back. Many may point out that the Synchromax doesn't comply by the Chrysler standard for the manual transmission fluid and transfer case (ATF+4) fluid. But I can say that I have been running it without a problem for over 20K miles at this point and when I swapped all of my fluids from stock fluids to royal purple (6-speed and transfer case to Sychromax, front and rear differential to Royal Purple 75W-90 and the engine oil to their synthetic 5W-20) I picked up 1-2 mpg and definitely some usable low RPM (1000-2000 RPM) torque/power.
I have a hill I had to climb on a regular basis. Before the swap I had to downshift to 4th gear to climb it to keep the RPMs over 1000. After the swap to all RP fluids, I was able to leave it in 5th all the way to the top of the hill and the RPMs didn't drop below ~1100 RPM.
HOWEVER, I won't advise against the MBRP exhaust. Though I didn't see any noticeable MPG increase the sound is -definitely- worth it. It is a nice noticeable low rumble but isn't loud enough that it gets annoying or that the neighbors complain. Plus I had a slow rear-end collision a little while ago and the other car just slid under the back of the Jeep and didn't hit the exhaust or anything because the off-road version tucked everything up out of the way (and paid for itself by not needing replaced!)
