Thule make a double hinged rack that can be lowered, keeping the bikes upright to the ground. It clears the spare and allows the tailgate to open.

I bought the Yakima spare tire rack. I looked at the Thule, but felt the Yakima was a cleaner look. I plan to paint or powder coat the lighter grey part later on. I'm even thinking about wrapping it in carbon fiber. Locks to the spare tire, also making the spare tire difficult to steal and came with a cable lock which uses the same key. Cost about $180. Easy to install and take off when you don't want it attached.

I swapped my hitch mount for the tire mounted rack. The hitch mount I had was always in my way, when I needed to open the rear gate. I have the Thule tire rack just because of the price. When I mount a larger wheel and tire the rack has ~3 inches of play/reach so not stressing it.

Yeah, a little on the pricier side for a bike rack, but for my needs, it is totally worth it. I go pretty hard on the fire roads getting to trails so I need something really sturdy, and if I'm going out with a few buddies, we usually have around 10k of bikes hanging on it, so I'd rather it be sturdy and $400 is a great investment! It is rock solid. Here is some more bike rack porn. Great company to deal with as well.

 

Also, it came with 2 extensions for aftermarket tires. So I believe it will work with most 35"s as well.
