I am getting the Bushwackers, they look the best IMO. I prefer the "finished" look of the Bushwacker fenders vs. cutting them. Plus I think the sheetmetal is too flimsy for heavy steel tubes. The Bushwackers are supposed to take a hit and bounce back. My stock fender flares are already loose in the back and will probably fall off soon.
i have seen all the fender options out there up close and i'd have to agree, the bushwackers look like they came from the factory. also, under closer examination, they did seem the most flexible and if i could guess, would handle a hit similar to factory flares.
The problem the OP will have is, in the state of PA your fender must cover the full width of the tire tread to legally pass inspection. If you are/plan on running forever the stock tires and do no plan on using any thing else you'd prob be able to get away with a fender trim.
If you need the extra fender coverage (like i do) then you're only OTS choice is the xenon that are +1.5" wider than stock. You can always get custom width steel flat fenders made.....

Do the Bushwacker flat fender flares wobble in the wind when driving? I have seen some flat fenders that look like birds flapping their wings when you start driving at freeway speeds.

no, they do not or at least, not that i have seen anyway. factory trimmed fenders definitely flap if you do not retain the sub structure and secure the fender to it. i used some silicon adhesive to hold mine in place.
