I think the sylvania Silverstar is. I have them and I get flashed regularly because of how bright they are. They are pricey, 35-40 for a pair but work well.

LED bulbs will not be the actual brightest for viewing the road even though they may appear brighter in the housing. Simple searches will reveal that. I would stick with the factory bulb (since you're limited to 24w on the stock fogs) or go to the LED cubes from any manufacturer- they will be brighter.

These bulbs are MUCH brighter than the stock lights. No doubt in my mind they are brighter. The stock fogs suck as bad as the headlights lol

Fog lights should be chosen for beam pattern (wide and flat) not brightness (lumens and lux). Best advice would be to eliminate the plastic cover and go with a LED replacement with a lead crystal cover or polycarbonate. White light would be my first choice followed by Amber.

Those are interesting. I tried other bulbs from eBay and ended up pulling them out yesterday. I had these in for a bit over a month and both broke...plus the light output kind of sucked.

Just went with a Hella H16 replacement on my 11'. Stock replacements were $30 each!! Got the pair of hella's for $32. Slightly brighter and whiter. I believe they're 35W.

I've had these for a while now. Just need to slice off one tab as it seems to be on the wrong side. No other modifications needed. Pics in my profile.
