Anyone know if this requires drilling into the sheet metal to mount?

Yup, multiple holes in the rear... maybe 4-5 on each side and maybe a bit much for my taste...

Is there any way for that rack to tilt with the license plate in the way?

I would say that it will move enough to allow the soft top to be folded. I hope there is a stop though otherwise it seems that it would tear off the license plate. Are those foot holds?

Yes I think those are to assist in loading and unloading. I'd be interested to see if anyone has one and what they think of it first off before I'd get one.

do any other companys make roof rack setups yet?? I dont like how the support goes allthe way to the bottom of the tub on that one.

That looks great! I need the same set up but have had no luck finding the parts. Does Thule sell everything you needed for this?

Ahhhhhhh! Thank you for confirming what I thought could be done. Simple Thule rack setup - that's all I will need for the old windsurfers and sailing gear!!!
