Ditch the zip ties and remove the spring under the hood. That will allow the hood to sit with it's fully weight on the frame of the engine. That solved my problem after only removing 1 screw

Given we're talking hoods here, I'll add that I recently installed the Tuffy Hood Lock, easy install, $40, and it works !! unlike POS Rugged Ridge hood lock that doesnt.

For me, this made it better, but did not eliminate hood flutter. I'll be getting upgraded latches soon.

I have had great luck with the Drake hood latches since there is a little adjustment in them.

I installed the adjustable billet ones, can't remember the manufacturer, and they worked great because you set the tension you want and eliminate any worry of them coming loose due to the pin that locks them in...a little pricey but better to pay a little now IMO I was always worried that the hood was gonna come loose and come up into the windshield at 80 mph...kinda scary!

Rampage latches for me....holds hood down nice and tight with added bonus of key lock.
No flutter even when going through blow dry at car wash.

I upgraded to latches not too long after removing the spring. I got the drake off road hood ties. Absolutely no hood flutter. Plus, they remind me of an old mustang with the wire hood ties.

He used to throw that in with most anything you bought from him in the past, but anyone could put one together for about a buck or so in parts (okay, more than that for the length of metal that would give you enough to make a dozen or more, LOL). It also works, and leaves the spring in (as do the zip-ties).
THIS!

Bought a hood-lift piston set and got the aluminum tube hood latch as a freebie. I used to have pretty bad flutter on I-45 whenever I got over 70 mph, but now I can push it past 85 and not have any movement at all. I still have the original 2007 hood latches on my JK.

It also serves as a sort of hood lock, because the service techs can never seem to open the hood without my help, even it is a simple procedure to get the safety latch to release.
