If you want your fog lights and your winch to be integrated in the bumper--this gives a cleaner look, I think--then you'll need a full-width bumper. If you want a top-mounted winch or bar-mounted fog lights (or both), then a narrower bumper might be preferable, no matter where you offroad.

Not necessarily, LoD makes stubby bumpers that have winch recessed between the frame rail and still use factory/aftermarket fogs.

2007-2012 Jeep JK Signature Series Shorty with Stinger

".....The LoD is now offering the poplar Signature Series Shorty with a "stinger" guard. The bumper comes standard with a winch mounting plate. The winch plate is designed to accept many of the popular winches including the Warn Powerplant. This bumper was designed to allow the winch to sit between the frame rails for added protection and improved air flow. They also were designed to accept the factory fog lights. If the fog lights were not an option on your Jeep its no problem we also offer a 55 watt halogen fog light kit. If our kit is purchased we will make the necessary changes to accommodate our lights. I decided on stubby for looks, but also for weight. The full bumpers are really heavy. I also wanted the increased approach angle, and that was one reason I opted to ditch my stock fog lights. I didn't want the winch sitting on top of the bumper, and having the winch between the frame rails with the fog lights either meant a mid-width or it pushed the front of the upper out too far for my taste. When I get the bumper installed I'll try to remember to post back with a pic (I also opted for a stinger).

Also some states require minimum width bumpers. I think MN requires 10 in beyond frame rail so at least mid width required. Now if any LEO would care or ticket for that is another issue.
