Blue is for something you may need to loosen--but still holds strongly. Red is for something you never intend to loosen. It can be difficult to break free and may require application of heat.

If it's come loose it's not good to ignore it for too long. Repeated vibration through the un-jammed threads can and will result in premature wear and likely start to strip the threads.

A friend of mine just completed a fresh build on his TJ... once all the angles were finalized on the front 3-link and rear 4-link, he gave all the jam nuts one last torque, followed by a couple small MIG tacks (between the Jam nut and sleeve - not on the threads directly). That'll lock it down good

I have the same TB and it comes loose after wheeling even with blue locktite. I'll try the hammer tap to see if that helps.

If the threads do wear after an extended period of time with the jamnut loose and the trackbar gets damaged could this move the steering wheel offcenter or is it just the draglink and tierod that does that?

The jam nuts on my JKS trackbars and control arms never come loose on their own. FWIW, I use jumbo wrenches like these to tighten them down (I don't have the means to actually torque them at this time) and I also put anti-seize lubricant on the threads (per the instructions) as opposed to loctite.
