I think having them on with the high beams might draw to much unwanted attention from other drivers as well as from the authorities. Even if you shut them off quickly you're going to draw attention from a long distance. Yes they are that bright.

Why would you be driving around with your high beams on anyways? I have never turned my high beams off unless I am off road and need the extra light.

On the road yes, but I have never had my high beams on while driving on the road anyways. I dont see why anyone would have their high beams on unless they are off road.

I use my high beams a lot here in Michigan. I do switch them back to low beams when there is oncoming traffic like you're supposed to. I can't imagine not using them with all the deer we have around here.
