So it looks like the hose actually fixed it but the sanding wasn't enough to stop the noise completely. One final set of pads and emery cloth on the rotor. Noise is finally gone. Thanks everyone!

The hose did solve part of the problem but the noise eventually came back. The final piece was the pads. I used the same Wagner ThermoQuiet pads forever. I interrogated Wagner and they confessed the formula was changed. They sent me "upgraded" pads (OEX) and that solved it completely. Another 35k miles and no noise.
