I would bet the dealers are taking them out at some places so they can sell you the ones that came with the vehicle to begin with.
Sadly enough that has happened a few times around here.

Perhaps trim level is the trigger then. Anyone with a Sahara want to confirm?

I've had those straps floating around my Jeep since I bought it over a year ago. I finally figured out what they were for when I was sleeping in the back of the Jeep in Moab last month! My girlfriend thought I was crazy when I yelled out "that's what those are for!" in the middle of the night.

To help us get back on topic... I roll up my rear window any chance I can. I have found that the straps have stretched over time and tend to hang a tab to low for me. So I was going to fab me up some from Nylon netting, then it hit me. Just buy two dog collars from Wal-Mart and use them instead. So I picked up two medium (small should work too) dog collars with the black plastic snaps and have used them ever since.

That's not a bad idea. I just twist the hoops a couple of times to shorten them up before looping them over the ends of the window.

I think Jeep purposefully doesn't say a word in any piece of literature about what those straps are for as a joke, or to separate the real jeep guys from the soccer moms. Took me a while to notice the snaps inside as well. Doh!
